follow these steps

1- Go run command box (windows+R)
2 - It open local policy editor window
3 - Go to  Local Computer Policy editor >> Computer Configuration>> Administrative Templates >>      
     Network.it show window like this

4 - Select QOS packet scheduler marked above
5 - After that double click "limit reservable bandwidth" show below

6 - it this window select enable
  and change bandwidth limit in to 0 (zero)
7 - apply > ok
